Preparedness to work on set up functions are a crucial aspect of this role.

 

  • Assist in development and initial operation of the company's systems of internal control regarding finances, accounting and financial reporting.
  • Complete start up of financial controller processes as well as being prepared to do the book-keeper transactional processing requirements
  • As processes develop be the start up bookkeeper who pays the bills, manages a simple payroll, pays expenses, liaison on transactions, carry out reconciliations etc.
  • Put in place the control framework and policies and procedures required of a rapidly growing company
  • Develop and monitor appropriate procedures for compliance with
    • all statutory public sector requirements and
    • all other regulatory requirements of external regulatory authorities (eg Specific Treasury Requirement for an NDPB and HM Revenue and Customs), in relation to finances, accounting and financial reporting.
  • Develop reports for review, including:
    • Monthly management accounts (including VAT reconciliations and returns and Balance Sheet Reconciliations)
    • OC Board report
    • Audit and Risk Committee report
    • Budget Oversight Committee report
    • Strategic Board report o Functional budget reporting as required by the Head of Financial Planning and liaison with functional areas
  • Preparation of statutory accounts
  • Ensure the OC’s financial management system is regularly maintained and accurately reflects the financial position of the OC.
  • Day to day Treasury Management in line with OC policy and procedures.
  • Oversee monthly payroll and maintain the accounts receivable and accounts payable ledgers, ensuring that invoices are paid on a timely basis
  • Ensure that the Board approved financial controls are operating effectively.
  • Work closely with the Head of Financial Planning to ensure the actual expenditure and in year budgets are accurately represented in the overall budget for the Games and all planning reports.
  • Provide a high quality professional service to other employees within the OC
  • Develop robust financial management procedures and processes.
  • Carry out a professional level of reporting to external funders, stakeholders and partners.

 

Experience Required

 

  • CCAB qualified At least 6 years’ experience in financial accounting Experience in dealing with various business disciplines and government and public sector departments. value)
  • Experience of setting up a new finance function
  • Experience of working within a Non-Departmental Government Body
  • Demonstrable strong analytical and problem solving skills
  • High level of organisational skills and experience in managing demanding project simultaneously
  • Skilled in the use of information technology
  • Excellent communication, interpersonal and negotiation skills and the ability to influence others and manage relationships

Candidates must have be prepared to tackle start up functions in a new public sector body which will include bookkeeping, payroll etc for a limited period.
