Our new Senior Project Manager will be working on our Organisational Blueprint Programme.

The Client operates a hybrid working policy with colleagues working up to 50% remotely/ at home. The remainder of the time would be on site with suppliers or at a Homes England office. The role can be based in any HE office (team mainly in Coventry but role can be based elsewhere though travel will be required to meet with suppliers and team - approx once per week).

OVERVIEW

Homes England is undergoing significant organisation-wide internal business change. This change impacts at the strategic level through a refreshed Strategic Plan that will be supported by a new Target Operating Model to be delivered through our Organisation Blueprint Programme. We are seeking an experienced Senior Project Manager with a proven track record of leading moderate complexity change projects in the public sector to join the programme team.

 

The SPM will be accountable to the Programme Manager and will lead the delivery of one of more priority work areas within the programme though they will need to work flexibly, and move between work areas as required to respond to business needs. The priority work areas are likely to include supporting the design, development, and implementation of a new Enterprise Operations Hub; a new Analytics, Performance & Insights Hub; a Flexible Resourcing Framework; driving efficiencies and supporting the development of Continuous Improvement capability.

 

 

RESPONSIBILITIES

The SPM will be accountable for creating and effectively leading and managing their project(s) and teams to deliver agreed outcomes within time, cost and quality constraints, and organisational frameworks for project delivery. They will design the project structure and organisation appropriate to stage/programme increment and agreed delivery methodology(ies) and ensure effective transition between phases. They will develop and draft initiation and investment justification artefacts and documentation, develop and track against project plans and budget, secure and manage required resources, and ensure appropriate benefits planning and realisation activity and artefacts are delivered to facilitate monitoring of benefits against the business case.

 

They will also lead on Stakeholder Management for their project(s) and will provide effective progress reporting to sponsors and other key stakeholders. They will take lead responsibility for project change management, identify and monitor project dependencies, risks and issues and appropriate actions and escalations, and support effective governance and decision making, via organising and /or engaging with assurance reviews and recommendations. They will also provide support, guidance and coaching for the project team.

 

EXPERIENCE

 

ESSENTIAL

  • the successful candidate will hold relevant professional qualifications such as a recognised PPM Practitioner level certification e.g., APM Chartered Project Professional, PRINCE2 Practitioner / Agile, and/
  • or be able to demonstrate considerable depth and breadth of experience in leading and delivering medium complexity business change projects,
  • Need operating model experience
  • -Need exp of managing multiple projects
  • - Complex business change (ie reorientation of business functions management of change resistance, and new ways of working
  • (Need to see examples of complex business change)
