Programme Manager HE

OVERVIEW

 

This is a senior programme management role supporting a Programme Director in delivering a high-profile transformation initiative. The programme spans organisational, digital, and data-driven change, with a strong emphasis on operating model redesign and stakeholder engagement. The successful candidate will be pivotal in shaping and executing strategic change across multiple workstreams.

 

Programme Context

 

This role sits within a major transformation programme shaped by recent government spending re-views and legislative reform. Key initiatives include:

 

  • Affordable Housing Scheme
  • Affordable Housing Fund
  • National Housing Delivery Fund
  • Legislative transformation to support housing market reform
  • Establishment of a National Housing Bank

 

All initiatives must be operational by 1 April next year, with a strong focus on embedding sustainable change in the following year.

 

RESPONSIBILITIES

 

  • Programme Leadership
    • Partner with the Programme Director to oversee and coordinate complex programme delivery
    • Lead and manage multiple workstreams with varied scopes and timelines
  • Workstream Delivery
    • Operating model design and implementation
    • Organisational design including staffing, redeployment, retraining, and redundancy planning
    • Development of technology strategy aligned with transformation goals
    • Foundational data activities to support agile and structured working
    • Oversight of the creation and deployment of a new data platform
  • Transformation Execution
    • Drive adoption of new operating models and transformation initiatives
    • Embed automation, digitisation, and self-service capabilities
    • Ensure effective deployment of programme funds and governance processes
  • Stakeholder Engagement
    • Engage confidently with senior stakeholders, including board-level executives
    • Operate within a complex delivery ecosystem comprising permanent staff, contractors, con-tingent workers, and external suppliers
    • Navigate public sector environments and policy frameworks with professionalism and strategic insight

 

SKILLS & QUAIFICATIONS

 

  • Proven experience in operating model and transformation programme delivery
  • Strong understanding of digital and data strategy within change programmes
  • Demonstrable success in managing senior stakeholder relationships, ideally within public sector environments
  • Ability to lead across multiple teams and suppliers in a complex delivery landscape
  • A proactive, energetic, and solution-oriented mindset – someone who brings momentum and clarity to ambiguity.
  • Public sector experience is highly desirable, particularly in TOM (Target Operating Model) delivery
