Delivery Manager (Oracle Fusion Cloud) - SC cleared

Our defence sector client is seeking experienced SC cleared Delivery Managers with deep expertise in Oracle Fusion Cloud, covering both functional and technical domains. These individuals will be instrumental in delivering strategic transformation programmes across HR, Finance, and Commercial functions. The roles are offered as a contract starting ASAP until the end of March 2026, with scope to be extended. 

These roles report directly to the Portfolio Programme Director and are accountable for the successful delivery of functional programmes within their areas of expertise. They are expected to demonstrate the value of the portfolio delivery team across both functional and technical domains.

Resources will be deployed primarily at MOD Main Building in London, with MOD Abbey Wood, Bristol also being a potential site depending on project needs.

On-Site Requirements: Operate on a "go in with a purpose" model. Candidates should expect to be on-site at least one day per week, with flexibility based on project demands.

RESPONSIBILITIES

  • Lead delivery of functional programmes (e.g., J2C Commercial, J2C Finance, DefHR) within Oracle Fusion Cloud, ensuring alignment with strategic objectives and baseline plans.
  • Understand and expand strategic and operational themes from the Portfolio Programme Director to develop tailored support and control mechanisms.
  • Guide and monitor the full delivery ecosystem, including exit gate criteria, output matrices, risk management, resource planning, and integrated portfolio planning.
  • Proactively identify and mitigate risks and exploit opportunities in collaboration with the portfolio RAID team.
  • Track and report actual delivery progress to planning leads and programme managers.
  • Provide expert oversight on key design and configuration decisions within assigned functional areas.
  • Contribute significantly to portfolio-level delivery support and governance.
  • Identify and manage cross-programme dependencies and assumptions, supporting the development and implementation of effective mitigation strategies.
  • Support RAID reporting and ensure visibility of enterprise-level risks, issues, assumptions, and dependencies.

SKILLS & QUAIFICATIONS

  • Delivery Credibility: Proven track record of delivering complex Oracle Fusion programmes in the public sector within the last five years, either on the client or provider side.
  • Stakeholder Leadership & Influencing: Strong interpersonal and leadership skills, with the ability to navigate complex stakeholder environments and influence diverse teams.
  • Functional/Technical Expertise: Deep functional or technical knowledge of Oracle Fusion Cloud, with the ability to contribute to design integrity and command respect from programme leads.
  • Implementation Methodology: Sound understanding of Oracle Fusion Cloud implementation methodologies and delivery phases, with the ability to articulate responsibilities across client and delivery partner teams.
  • Product Knowledge: Hands-on experience with Oracle Fusion Cloud products relevant to the role, capable of moving seamlessly between strategic oversight and tactical delivery.
